The Ministry of Defense has completed RDP memoranda of understanding with 27 „qualified“ countries at the level of the Minister of Defense and his counterpart. The objective of an ROP Mou is to promote the rationalization, standardization and interoperability of conventional defence equipment with allies and other friendly governments. These Memoranda of Understanding provide a framework for ongoing communication on market access and contracting issues that strengthen effective defence cooperation. On behalf of the U.S. government, the Department of Defense is considering a renewal of the Memorandum of Understanding on the Mutual Purchase of Defense Equipment with the Japanese Department of Defense. The DoD is asking industry to share its public defense experience with Start Printed Page 16706Prokurements, conducted by or on behalf of the Japanese Ministry of Defense or the Armed Forces. On the basis of the Memorandum of Understanding, each country grants the other country certain benefits on a reciprocal basis that are compatible with national laws and regulations. These procedures concern – both countries have been listed as „eligible countries“ in the definition of „eligible country“ in the Defense Federal Acquisition Regulation Supplement 225.003 (10), and product offerings from the United Kingdom and Finland or components of these countries would continue to enjoy the benefits available to all qualified countries. It also means that U.S. products would be exempt from any similar „Buy National“ laws or guidelines that apply to purchases by each country`s Department of Defense. The DoD is also interested in comments related to the degree of reciprocity that exists between the United States and the United Kingdom of Finland with regard to the opening of defence procurement to product offerings from both countries. On behalf of the United States Government, the DoD plans to negotiate and conclude two additional Defence Supply Agreements (RDPs) with the United Kingdom of Defence of the United Kingdom of Great Britain and Northern Ireland and the Republic of Finland, respectively.
